Project Overview:
The Global Alliance on Health and Pollution (GAHP) is seeking a highly qualified Consultant Team to conduct the terminal evaluation of its DEFRA-funded project, "Reducing Health and Environmental Impacts of Pesticides and Agricultural Open Burning in Vietnam." This project aims to mitigate the detrimental effects of agrochemicals and open burning practices on health, biodiversity, and climate change in Vietnam. The evaluation will assess project performance regarding relevance, effectiveness, efficiency, and sustainability.
Position Summary:
The evaluation will be conducted by a Consultant Team comprising a Lead Evaluation Consultant and a Supporting Technical Consultant. Together, the team will assess the outcomes and impacts of the project, ensuring the delivery of a high-quality, evidence-based terminal evaluation report. The team will collaborate with GAHP, DEFRA, and other key partners, analyzing project successes, challenges, and lessons learned for future initiatives.
Key Responsibilities:
- Lead and manage the terminal evaluation process, adhering to the project's timeline and deliverable schedule.
- Evaluate project performance based on strategic relevance, quality of design, effectiveness, financial management, efficiency, sustainability, and factors affecting project performance.
- Assess the success in achieving project outcomes related to reducing the health and environmental impacts of pesticides and agricultural open burning.
- Engage with stakeholders and project partners (GAHP, DEFRA, VACNE, Rainforest Alliance) to gather data, insights, and feedback.
- Deliver a draft and final evaluation report summarizing key findings, recommendations, and lessons learned.
- Ensure the evaluation is conducted in accordance with GAHP and DEFRA standards and procedures.
Lead Consultant Qualifications:
- Advanced degree in environmental sciences, international development, or a related field.
- Minimum 10 years of experience in project evaluation, with a focus on environmental health, agriculture, and pollution management.
- Proven leadership in managing evaluation teams and delivering high-quality evaluation reports.
- Expertise in Persistent Organic Pollutants (POPs), pesticide management, and agricultural practices.
- Strong writing skills in English with the ability to produce clear and concise reports.
- Experience working in Vietnam or Southeast Asia is an asset.
Supporting Consultant Qualifications:
- University degree in environmental sciences, international development, or a related field.]
- At least 10 years of technical experience, including research on environmental health, pesticides, and POPs.
- Good knowledge of civil society organizations (CSOs) and capacity building, particularly in the context of environmental protection.
- A strong understanding of the cultural background of Central Asia is a plus.
