Job Title: Consultant in Health and Environment (Latin America)
Location: Remote, with travel to Paraguay, Brazil, and other countries in Latin America
Contract Duration: September 2024 - February 2025


Project Overview:
The Global Alliance on Health and Pollution (GAHP) is seeking an experienced Consultant specializing in health and environmental issues to address lead pollution and the unsound management of Used Lead-Acid Batteries (ULABs) in the MERCOSUR region. This project aims to reduce lead poisoning through improved ULAB management and recycling, working closely with governments, the private sector, and civil society. The Consultant Team will focus on technical support, capacity building, and promoting collaborative efforts across Latin America.

Position Summary:
1. Review of Basel Convention "Technical Guidelines":

  • Conduct a comprehensive review of the latest “Technical Guidelines” from the Small Intersessional Working Group of Experts under the Basel Convention, with a focus on lead pollution and ULAB management.

  • Provide technical recommendations for improving guidelines and ensuring alignment with best practices in the sound management of hazardous waste.

  • Prepare a detailed report summarizing findings, key recommendations, and implications.

  1. Facilitate Multistakeholder Dialogue and Provide Technical Support in Mercosur:

  • Engage with stakeholders from government, industry, and civil society to promote sound management and recycling of ULABs.

  • Organize and facilitate multistakeholder dialogues in the MERCOSUR region, particularly with government representatives from Paraguay and Brazil, to promote collaboration and knowledge sharing.

  • Provide technical advice and policy recommendations to encourage the adoption of best practices in ULAB management.

  1. Capacity Building and Workshop Facilitation:

  • Design and lead in-person national workshops in Paraguay and Brazil involving governmental focal points to the SGT6 of the MERCOSUR and private sector participants. Share data (mass balance /health indicators) related to the ULABs in the region and at the country level.

  • Deliver training sessions to build the capacity of local stakeholders in the sound management and recycling of ULABs.

  • Develop workshop materials, presentations, and training tools tailored to the needs of the participants.

  1. Follow-Up and Promotion of Voluntary Actions:

  • Follow up with participating countries, stakeholders, and focal points to encourage voluntary actions aimed at reducing lead poisoning from informal ULAB management.

  • Provide ongoing technical assistance and monitor progress in the implementation of agreed actions.

  • Draft progress reports and recommendations to support further action at the national and regional levels.

Deliverables:

  • Technical Review Report of the Basel Convention guidelines (for the Intersessional Working Group).

  • Workshop Materials: Training materials, presentations, and handouts for the workshops in Paraguay and Brazil.

  • Final Workshop Report: A summary report on the workshops, including feedback from participants and the next steps.

  • Progress Report: Detailed follow-up reports outlining the progress made by participating countries and recommendations for future actions.

Required Qualifications:

  • Advanced degree in Medicine, Public Health, Environmental Science, or a related field.

  • Minimum 15 years of experience in health and environmental consulting, with a focus on hazardous waste management and lead pollution. Experience at the international level especially in Latin America.

  • Proven experience working with international organizations, governments, and multistakeholder platforms.

  • Expertise in the Basel Convention and sound hazardous waste management practices.

  • Strong experience in designing and facilitating capacity-building workshops and technical dialogues.

  • Fluency in Spanish and English is required. Basic knowledge of Portuguese is preferred, and other languages are an advantage.

  • Strong analytical, communication, and report-writing skills.

  • Availability to travel to Paraguay and Brazil for in-person workshops.
