The HPAP process in Azerbaijan began in 2019 and was developed with the participation of government, academia, and civil society.
Due to the oil and petrochemical industry, rapid urbanisation, and the existence of various legacy pollution sources from the Soviet era, environmental pollution is a significant problem in Azerbaijan.
Priority Issues
The HPAP identifies the following priority sources of pollution for Azerbaijan:
